About the Speakers

Keynote Speaker:
Carlos Guberman
Secretary of the Treasury of Argentina
Carlos Guberman is currently the Secretary of the Treasury of Argentina. He is an economist with over 25 years of professional experience in the public and private sectors. He has held senior positions such as Director of Fiscal and Tax Analysis at the Congressional Budget Office, Advisor to the Governor of the Central Bank, and Director of Finances and Administration at the Ministry of Homeland Affairs. Mr. Guberman has also served as a consultant for corporations and multi lateral organizations and has taught monetary and advanced macroeconomics at several universities. He holds a Master’s degree and is a Ph.D. candidate in Economics at the Universidad del CEMA (UCEMA) in Argentina.

Augusto de la Torre
Former Chief Economist for Latin America and the Caribbean at the World Bank
Augusto de la Torre is an economist whose career spans academia, policy advice, and leadership roles in international institutions, with a focus on Latin America. He teaches at Columbia University’s School of Public and International Affairs and serves on the Latin American Committee on Economic and Financial Issues and the Advisory Board of the Kellogg Institute for International Studies. A former Chief Economist for Latin America and the Caribbean at the World Bank, Dr. de la Torre previously served as Governor of the Central Bank of Ecuador and worked at the IMF. He holds M.A. and Ph.D. degrees in Economics from the University of Notre Dame and a Licenciatura in Philosophy from the Catholic University of Ecuador.

Dr. Rafael M. López-Monti

Bio: Rafael Lopez-Monti is an Assistant Professor of Economics and International Affairs at the George Washington University. He received his Ph.D. and M.Phil. in Economics from the George Washington University, an M.Sc. in Economics from the University of Warwick, and his Licentiate in Economics (a six-year program) with Magna Cum Laude Honors from the University of Buenos Aires. His research interests focus on macroeconomics, international finance, and monetary economics.
Prior to joining the faculty at GW, Dr. Lopez-Monti taught at Johns Hopkins University, the University of Maryland-College Park, and the Catholic University of America. Dr. Lopez-Monti has worked as Associate Economic Affairs Officer at the United Nations Economic Commission for Latin America and the Caribbean. He has also been a consultant to the Inter-American Development Bank and the World Bank. In Argentina, he worked as an economist in the private sector and for the National Institute of Statistics and Censuses within the Ministry of Economy of the Nation.
